Nah, I don't think its that bad a point. If you are of the belief that you are bowling legitimate deliveries all the time, it is crazy for it only to be checked when you actually take a wicket.

It's not a one-way street; bowlers check and often get a quiet word from the umpire if they're getting close. Onus is on the bowler if they think they're getting close and to suffer the consequences otherwise.
