Oh no they can't - EVERYONE can keep 10, no more, no less - You may trade a draft pick for a rookie, but that's it - you cannot keep 12 from the original 16.

Si I think you've confused yourself, you can only keep 10 players but you can keep 12 (2 count as your rookies) You have the added luxuary of decing who you want those 2 to be, whereas the rest of us can only have the rookies given to us.
