Kapil's place is not under question at all. He is the best pacer India has produced and can also bat well.
But Kumble won't be able to win a place over Ashwin or Jadeja since he can't bat. In current era where Bumrah, Shami and Siraj are your best 3 pacers, you need the spinner to definitely bat which is the reason India plays Jadeja over Ashwin away. Kumble won't even be considered in this scenario when Ashwin and Jadeja are both available.

That only is if you have a defensive captain who doesn't choose his best bowlers.

But out of the three, Kumble is more likely to help bowl out a team on the 4th or 5th in England or Australia if you have a strong pace attack.

To be fair, I can see Jadeja going over Kumble in South Africa for example on a green top.

Same reason, just a better bowler away, and almost as good at home if given the same pitches based on his performance in the 90s. This was discussed at length in the other thread.

But Ashwin is closer to Kumble than Jadeja.

If you're only going by bunches of wickets then don't ignore the amount of opportunities needed to take them for spinners in pace friendly conditions, and how Kumble has a notable advantage in that area that is beyond his control.
