Murali went missing in Australia and ATG pacemen are just fundamentally more impactful than ATG spinners due to far greater impact on day 1/2 and more impact against the top order.

I would agree but only for those top pacers who are accomplished across conditions.

Ambrose basically is just Aus and Eng where he proved himself. Murali is successful in Eng, NZ, SA, Pak, WI. At home, Ambrose struggles to take even 4WPM while Murali is arguably the most successful home bowler ever.

There are question marks how Ambrose would do in the SC especially if after 94. We can't apply the same standards for Steyn as we would for Ambrose as assume they can win games everywhere.

I agree though that Muralis lack of success in Aus and problems in India make this closer but on the whole Murali was simply a more effective wicket taking machine across conditions.
