By a huge margin, Tendulkar.

India in the 90s was a one man team and I always would think Tendulkar would need to score.

The impact Tendulkar had was huge.

India was just cricket crazy.

Tendulkar made it into the times magazine and overall a great ambassador, he conducted himself very very well.

Aussies even wanted to be like him, a young ponting wanted to go see Sachin bat when ponting was young.

Its not easy to be as popular as Sachin even if you are Kapil Dev or Dhoni.

Main reasons
He was a star even before the international debut.
He was an School boy at that time and he did very well against top bowlers. People was mesmerized.. His looks and physique contributed to it, very innocent looking small boy.
He was Next Gavaskar / Richards before debut, and then people Started comparing him to Pele and Ali before him reaching 18 years of Age. At 18, he was the biggest cricket superstar in the world.
Most cricketers start their international career at their early 20s, Sachin was a legend before turning 20.
And he played another 20 years of international Cricket, consolidating generations of fan base. Always seemed like role model, universal respect, one man army.. Everything contributed to that never before never after Stardom.
He is still a superstar a decade after the retirement, Just like Maradona..contemporaries are forgotten long ago... His stardom still shines bright.
