I think Kohli as he was capable of being top class in both tests and ODIs.

Well if we give all formats the same weighting, Kohli wins. In 2019 of course, that wouldn't even be particularly close. But Test cricket is the premier sport so Smith wins.
Having said that, I am starting to look at ODI records a little more during player comparisons/evaluations because they do offer an increased insight and sample size into a player's skillset. Test records still take priority of course but ODI records can increase hints of a red flag in one's test resume. Or the opposite effect of course.

If Kohli is able to maintain a 50+ average, he could be rated as equal if not higher than Smith, considering both formats.
