Yeah hes an ATG, every allrounder that is Test class with the bat and ball is.

He'd almost certainly add something to any playing XI in history.

That said, hes on the less impressive side of the ATG allrounder argument, with spuds like Kapil Dev.

Yes he is. He's a massive tosser but he's clearly one of the best players of his generation, and if anything his stats are hampered by being the big dog as a finger spinner behind a shithouse pace attack in SENA.

his picking and choosing of tours later in his career means he gets the Greg Chappell treatment.

Nowhere near the numbers against the better test match teams collectively to make a credible case for being an ATG, with either bat or ball.

It depends how many allrounders are considered ATGs. He's clearly in the top 10 (perhaps about 7 or 8), but comes back to how one defines ATGs.
