ICEd Problem Please Help

I downloaded ICC Editor ICEd
When i click on file --.> open-->dataT
it displys an error 'error reading database'
I have 2000,2002,2005,2006 and ICC III versions of ICC

Please help me (or please suggest any other editor - other than magpie)

I am under the impression that this particular editor is for the original 1998 version of ICC.
