ICC test team ratings adjusted

If ICC consider rating of opposition players while calculating Team rankings, it would be relatively fair.
But, the real question is, who will develop its complex formula?
If only there was a country of maths geniuses and cricket fanatics the ICC could tap into to come up with the complex formula…

The problem is the deflation in the system. Every time you introduce a new team and assign them a base rating that is lower than the established teams, which is common sense, then the ratings of the other teams will eventually drop. The official ICC system doesn't seem to suffer from deflation, though, so I would really like to know how they rate new teams.

If it's possible to back date it, it might be useful to look at a sample of different teams' ratings going into games, and make the adjustment what it needs to be to give the model the best shot at predicting results.
