So when you say 'i need a podcasting partner' do you mean that, or do you mean 'i want someone to tell me what to do, how to do it and also not require me to do anything hard'?
Because that's been the tone of everything you've asked for help with so far, once we've gotten down to it.
So I'll throw out one piece of advice - limited as my ability to do so is - and suggest that if you want anything at all to ever happen with this, or any other creative project, you actually have to do it off your own back without any hand-holding at all.
Get software. Try stuff out. Learn how to edit. Learn how to record properly. Buy a microphone. Get pissed off when something didn't work, or didn't save properly, or didn't record even after hitting the ****ing thing extra times just to check. Clear your laptop out of the four or so random free programs that it turned out didn't do ****, and be prepared to get your wallet out. Wonder why one side of the skype call is worse quality than the other, and try your best to fix it. DO THINGS.
The reason why having things 'in your portfolio' is good is because it's evidence you actually tried at something, instead of having a parent or teacher tell you step by step exactly what to do. No one is going to do that. You're a grown up. Do things.
