For once we're on the same page. This extreme digging into if a player was at ATG level, borderline ATG, world class, Zaheer Khan or Ishant Sharma level for every single year/series/test/innings/ball is a bit silly.

He was always a force albeit a bit expensive in ODIs.

Tests is a different story where he significantly declined post 1994.

IIRC both his 7fers were in the same Natwest series and it was in England under lights when he got the ball to hoop at 83-86 mph. I dont think he was a force in international cricket anytime after 1996. I mean at his best, he was a solid operator at the international level from that point onwards.
