What about 90s cricketers who played either only a handful of T20 matches, like Wasim, or a bunch once they'd retired from everything else and were well past their best, like Gilchrist?

Joel Garner

2 best batsmen in the top 3 like most t20 teams do with Bradman being the t20 version of anchor and a very aggressive player from a still modern time in Abbas to follow. Sobers to adapt to the situation and then Miller, Jessop, Lindsay and Kapil to bosh. you could even replace Lindsay and stick in a pure wicket keeper like Blackham or Knott and push Kapil and Hadlee one spot above because no 7 and no 8 in t20s barely bat and when they do they often have to hit out anyway. on 2nd thought that might be better

Kapil and Hadlee open the bowling to cause early swing, Miller bowls when you high pace, O'Reilly bowls all sorts of variations at quick speed woth awkward bounce like the modern t20 mystery spinners, Sobers can do the tying down role that finger spinners tend to do and Garner is my pièce de résistance of the t20 side, the death overs specialist. good luck trying to hit him for runs lol. Jessop can bowl still and so can Viv but i doubt you need either of them

the cowards at bcci should have included the icl stats into t20 ones instead of ruling it illegal entirely

A pre List-A XI, making a lot of use of Charles Davis's list of fastest scorers:

Victor Trumper
Charles Macartney
Don Bradman
Frank Woolley
Stan McCabe
Gilbert Jessop
Jock Cameron+
Maurice Tate
Alan Davidson
Hedley Verity
Bill O'Reilly

Tate, Davidson, Verity and O'Reilly all conceded less than 2 per over in Tests; Tate was also a very fast scorer. All the batsmen except Trumper and Bradman did a fair amount of bowling in Tests.
Other candidates include Jimmy Sinclair (very fast scorer, but his bowling was expensive), Learie Constantine, Richie Benaud, Jack Gregory and Keith Miller.
