Chandra wasn't a more skillful bowler in all conditions?
I don't know if we can even say Chandra was particularly skilled. He just went through his bowling action and released the ball.

He had no idea what it was gonna do or which way it was gonna turn. I guess his polio arm gave him natural variation,

I am 99.94% sure it's a myth he didn't knew the spin of his deliveries.

He was spinning the ball. Obviously he knows where it's gonna spin.
Because of his withering arm, most likely he could not spin it along the seam. All of his balls must have been wobble seam spinners, and when ever it hits the shine there is no hope of any spin on the ball at the pace he used to bowl. Result would be a straight delivery keeping low, and rushing towards the pads. He would have got this natural variation a lot. He spins it every time, but whether it's going to deviate off the pitch, is purely chance. The same happens with other spinners, but due to slower pace even the ones than hit the shine spin a bit. But there are instances like that massive leg break from Warne to Ian bell, and an off break at top of the revs from Murali to Paul Collingwood going straight after hitting the shine.

Edit: This is that Murali ball that went straight.

Fair, and pretty well known. But saying that the bowler didn't know which way it's gonna spin is a different statement altogether. Luffy was responding to that.
