Birthplace Draft v2.0

As a follow-up to the recent Birthplace Draft I had some ideas to change it up a bit and get a more diverse mix of players' birthplaces, talent and tactical options available.
For the purposes of this draft:
• Test players only
• The present day country containing a player's birthplace is what matters.
• I will consider the West Indies as a single ‘country’
• I will consider England, Wales, Scotland & Northern Ireland as separate countries.
• There will be limits applied to both your team, and the overall draft as a whole.
• Players will fall into 1 of 2 Categories:

1. For players born outside their Test country,
a. there are no overall limits
b. only player per birth country per team (within this category)
2. For players born in their Test country,
a. A limit of 5 players per country overall
b. And a limit of 1 player per birthplace state/county/province/territory/WI nation overall
c. only player per birth country per team (within this category)
d. Players selected in the original Birthplace draft are ineligible (see below, does not apply to category 1 players; and since that draft allowed a large number of West Indians – only the first 11 picked will be ineligible)
• If players qualify in both categories the drafter can decide which to use them as.
• Hopefully there is enough information on cricinfo and Wikipedia player pages to deduce birthplaces for everyone (google maps in support if required).
o If there is some sort of dispute I will have to make a call based on those sources.
• I will keep tallies and post them regularly to minimise mis-picks
• There are no limits on how many players from each category

So that does mean that, for example, only 5 teams will have local Australians and that those 5 will (almost certainly) have been born in 5 of the 6 states. So you do lock everyone else out from a whole state/county/etc when you pick a local (Cat 2) player from there, and everyone else from that country when you pick the 5th player.

Usual rules (no Bradman; 16 hours for first pick, 8 hours for each subsequent pick; order of picks in an even round is the reverse of the round before) will also apply.
When picking, please post your player’s birth country and state/county/etc if applicable.

Post in if you are interested, looking for approx 10 players.

I think that you would always want them as an international player (Cat1) but if someone thinks of a good reason to use them as a Cat2 local if possible then they are free to

Born in Staffordshire apparently, so not sure exactly how he should be categorized. Teuts?

Yep Staffordshire is one of England's 48 counties according to the internet. We are going with actual counties not FC counties. Hint: Yorkshire is broken up into North, South and West

So no one else can pick an English player from Staffordshire. And only 4 more ppl can pick a local Englishman.
