The first Test rankings were launched on 17 June 1987 by Ted Dexter and two young men he recruited: mathematician Rob Eastaway and computer programer Gordon Vince. Eastaway worked for Deloittes, who gave their name to the rankings. When the name of the first-ranked batsman was revealed, there was general disappointment since few at the time thought Dilip Vengsarkar was the leading player in the world. ODI rankings did not come out until 1998.

In 2005 the ICC took over the rankings and revised them, going back in time to the 19th century. In their retrospective version Gordon Greenidge is the leading Test batsman on 17 June 1987, but he is only 10 points ahead of Vengsarkar in third place with Border in between. Viv Richards is a single point behind Vengsarkar. So the original ranking wasn't that far out. Six months later Vengsarkar claims top spot in the retrospective ICC Test rankings. His best-ever ODI ranking was 7th.

Not much in it but tells you that there was dip in quality in Indian cricket post 1983 because no one really stood out like Gavaskar and Kapil had done by then.
