Because of the stupid bid system that the ECB has put in place for Tests. As they are greedy bastards.

Leads to self interest from counties and they produce pitches that suit 5 days money making rather than what's best for England.

We've got a 100% record at CLS but the ECB banned test cricket there because Colin Graves is a ****.
