No chance. Even with the opener tax Sehwag struggled far too much vs swing/seam in an easier batting era to be considered better than Kohli.

I really don't get putting Kapil over Ashwin and Jadeja tbh. I don't think he's a good enough fast bowler to leapfrog them.

Even so, I have a hard time using hypotheticals like this to rate players. It feels like saying if Ashwin or Jadeja existed in eras where such fast/accurate spinners weren't around they'd be on the same level as Murali/Warne. Would still have all three over Tendulkar though tbf.

Sure - but we're talking 2nd best here. Everyone has holes in their record. Kapil's achievements are his success vs the best team.
That said, it can't be denied that he was overworked and overbowled.
But yes, looking at it overall, he's a much stronger candidate for ODIs than tests alone - as Ashwin's home record and Jadeja's allroundedness have arguments to be made for.
