I think willamson was best tactian but virat was leader who inspired his teammates and led from the front esp lords test in 2021 where his burning desire to win rubbed off to bumarh and shami which allowed us to win in less then two sessions. Root was decent in tactics but lacked man management skills. smith looked worst of four always looking dull and unimaginative

Williamson in Tests (Id say they're all average Test captains overall) probably but I reckon in limited overs it's a very even field and they're maybe aboeve average. Kohli maybe?

I think willamson is great tactian and there is reason why nz won wtc but voted for kohli because virat single handedly made test cricket popular again india. He is first to develop fast bowling culture in india and first to identify bumarh as test bowler. yes non indians might might see him average tactian but for indians he is probably greatest indian test captain

1 Kane (set high standards - turned his team into an ATG catching side and now standards have dropped. Perhaps too passive at times)
2= Smith (pretty good but cheated and showed mental weakness under the pump in SA); Kohli (pretty good but can't control emotions. Improved fitness and fast bowlers. If less aggressive would challenge for 1)
