No, what it does do is allow us to draw a line under the correspondence that has taken place to that point, no matter who "started it" or "was to blame". Sometimes it starts in another thread, and is dragged over into the one where we make the request.
If that's disobeyed, it's a simple lack of respect for the other users of the forum, and to the request to get the thread back on track. We use the infraction system to allocate "blame" as such, it's not for us to do within the thread and further sidetrack it.
