Surely if Rauf's only issue was whether it hit him on the toe or the bat first, he should be given out? Does the system work that way?

but really hasn't the rule been like that the whole time? what are they going on about the rule change, before if it was an umpires call, it wouldn't have been overturned, so what's changed?

How is it outdated to say that where the umpire determines that the ball hits a guy in line, gives it not out for other reasons and then it turns out that it is umpire's call when it hits him in line?

There are slightly more instances of umpire's call now; that's all.

They've moved where they measure it from off stump.

Tbh I think they should remove the playing a shot element to the LBW rule especially given how a lot of batsmen hide the bat behind their leg and really ain't playing a shot. That and it means goons like Virus get chance to score.
