How will teams be judged by picking currently injured players?

Like, can the Windies pick Jerome Taylor, can Bangladesh pick Mushrafe Mortaza etc?

Lets make the rule be that you should pick your squad with a view to it making its tour 6 weeks from now. So if someone has a short term injury you can pick them if they have a broken leg then you can't.

I would suppose you can trade anyone qualified to play for your team.
