Bowling average is close to 40 (39.91) when you factor in only performances against Aus, England, India, NZ, Pak, RSA, Sri Lanka and the West Indies, a better reflection of Razzak’s ability and standing. If you include only performances against subcontinent rivals (25+ ODIs), the average approaches 50. Minnow basher.
Economy rate. So important.

All of the players listed above him are better than him without doubt but he is still certainly competitive. But he is ODI class IMO, never going to be a world beater but could flirt with selection as an ODI spinner in a fair few times over his career. Never going to be a certain starter in a proper team but he's in the ballpark.

Haha wouldn't be surprised to see him bat very well if his bowling is a bit off. Really seems to struggle with the ideal balance.

Could argue that Tamin's age is debatable as well. Still, a great achievement.

And Tamim is clearly a decent talent playing for a lacklustre team.
