It seems a bit of a fudge, but it is at least a step in the right direction (it at least acknowledges something needs to be done) &, on the plus side, could give a fillip to Dutch & Kenyan cricket too.
Looks like a good proposal overall, as BD and Zimbabawe play less test cricket, but enough so they can continue to grow. The top teams may play each other more often, as it sounds that each team plays each other home and away over 4 years not 5. Also with something like this Kenya and the other teams can get more cricket then they do now.
