Players position in field-????

1. has the fielder got to be inside the playing area at the instance the bowler starts his run up to deliver the ball? explain please

2. after the ball is delivered can the player walk backward outside the boundary rope to field a high rising ball which seems to be falling out side the boundary area, so that he can jump up and hit the ball in the air to fall into the play area. explain please

Yes and in theory yes.

You see some people at club level standing outside the boundary and walking in as the bowler comes in but technically it's not allowed.

I think the important thing to take note of is that Wagh's last step before taking the catch is inside the field of play. You can't jump from outside the rope and land inside and take a catch, I'm pretty sure.
