This is hard, Insane peak for Waqar but Andy's record in Asia and England is amazing.

I'm going a bit rogue here and going with Roberts. He really was peer rated highly in that era. Waqar was awesome in his peak but it wasn't that long and he was sporadically brilliant after.

He was Gillespie level from 95 onwards, which for post peak is pretty good.

Quality series in SA and Eng in that period.

Waqar averages the same as Roberts if you remove minnows. Though one can argue Zimbabwe of the 90s were decent enough not to exclude.
