Waqar quite easily
Waqar against 5 best oppositions from 1990-1995 has 19 tests - 79 wickets - Avg 25
Cummins against 5 best oppositions after 1995 has 43 tests - 190 wickets - avg 22
Cummins against 4 best opposition after 2019 has 35 test - 151 wickets - Avg 23
Waqar had very few series sub 25 avg against better teams even during his peak. Some one can argue that if Waqar had played more he would have had more sub 25 series against better teams, but he simply does not have actual track record.
I will take Cummins.
