Was his batting really good enough to to overtake Bijl's bowling? Averages some 21-22 in both tests and FC with no century.
Bijl has a higher HS in FC.

Don't think Garner is comparable to any of those mentioned.
He was a better batsman than both of them combined, and then some.

Which other SA cricketers would have likely been ATGs? Garth le Roux maybe?

I don't think Le Roux would have been an ATG. ATVG sure, in the class of Willis and Adcock. So, I don't think any other SA cricketer who never played Test would had been an ATG, the closest is Clive Rice, who I think would have ended in the class of more Dev than Botham. And ofcourse, it's impossible to even guess how good Frank Roro might have really been.
