It's Yasir Shah but Kaneria should be commended for what he did in that era and with that team.

Kaneria is massively under-rated IMO. Played almost exclusively on punishing roads with horrible wicket keepers.

Harbajhan to me is easily last of the 3, because of Kumble spearheading that spin attack, the Pakistanis by comparison were the lead spinners for this comparison.

Harbajan - Rather okay at home, had a late career phase where he was a world class spinner away but generally under Kumbles shadow.
Kaneria - Penetration issues but suffered because of a bad keeper and fielding. Held his own admirably on tough tours to Australia and India.
Yasir Shah - Worldclass level in the UAE and a great first England tour but horribly bad in SENA since then.
Overall I lean towards Shah.
