I think a two year cycle for tests is a wee bit ambitious maybe, especially if there's to be any hopes of the newbs getting a test against the big boys (although geographical convenience could mean teams touring England could pop over to Dublin or Belfast for one off games), but otherwise it's unequivocal good news.
I think the idea is that with the 9/3 split, each team plays 4 other teams a "year", 2 at home and 2 away. That'd certainly make sense, though the Ashes might prove tricky to work into that. Two Test series also really would have to stop being a thing as well.

However the BCCI, represented by Limaye, voted against the proposed new constitution and revenue model. Explaining the reason for its stance, the BCCI said the Court's newly appointed Committee of Administrators, of which Limaye is part, had insufficient time "to take an informed view on the said proposal".
ftr this is about the new financial structure and not the scheduling. Lamaye was appointed on 30th Jan by the court so fair enough that he hasn't had time to review this properly before the meeting.

$55m each for Ireland and Afghanistan ($6.875m a year) is absolutely massive. They've been receiving $2.5m annually since they were given ODI status iirc.
