Kapil has a MoTS and 3 MoTMs but like Jadeja, he almost turned into a batting all-rounder largely. Sure he had plenty of moments with the ball, some especially in very key games, even a couple good Series, but yeah.
Merchant could open as well for mankad if you want to sure up the batting further

Merchant faced Voce, Verity, Bedser etc there... So it's not like he was facing crap bowlers either
Here's something @peterhrt posted a while ago.

Merchant faced several good bowlers in first-class cricket. Number of dismissals by the better ones (including Tests):

5 - Verity
4 - Gubby Allen
3 - Mankad, Nissar
2 - Dooland, Ghulam Ahmed
1 - Amar Singh, Bedser, Fazal Mahmood, Larwood, Ramadhin, Statham, Tribe
0 - Bailey, Bowes, Laker, Miller, Tom Pritchard, Tarrant, Voce, Jack Walsh

When one or more of these bowlers was in the opposition, Merchant scored 3762 runs at an average of 60.67, with 12 centuries.

Merchant normally opened the batting in England, but not in India. 25 of his 45 first-class hundreds came when he batted between numbers three and six.

Bedser said he was the best overseas batsman he ever saw on rain-affected English pitches.

Accounting FC, Merchant. He legit averages more in England in FC games than anyone bar Don, Headley and Jimmy Cook, even English batters, and had a rep for stickies. Test only it's Sunny.
Even purely tests, I'd say Merchant has a case. Maybe not ahead of Sunny but debatable

Yeah that's why I have him ahead too, because of the ATG tour. But merchant was good both times he went there.
Good vs great + poor + very poor.... Debatable
71 poor (though right after debut), 86 mid (3rd highest scorer), 74 good (low scoring + Great ton), 77 ATG (221 highlight), 82 doesn't counts for much (3 innings of 48, 24 and 2).
