These numbers make sense too, as Pakistan probably thought play the offie when the surface has something to offer, play the leggie when the pitch is absolutely flat.

Not really..
Avg of other spinners in away games for Qadir is 49.49, the same for Qasim is 40.83. Qadir just bowled on much flatter surfaces.
Ok how about a direct comparison. When they played together.

@ home
18 matches
Qadir 94 @ 22.78
Qasim 70 @ 23.10
@away
5 matches
Qadir 4 @ 96.50
Qasim 16 @ 33.18

That's a very small sample size though, especially away from home it's just 5 games. Can't conclude much from that.

So like, at best, Qadir averages the same as those spinners while Qasim averages around 15% better?

No, he just sucked outside Pakistan period. I can't recall a series outside Pakistan where Abdul was remotely decent. Qasim, at least had decent tours away to NZ and Australia.

Qasim is better away from home, not denying that. But Qadir is slightly above avg too actually away from home, contrary to perception. And then he's miles better at home.

Qadir gets really hard done by on the pitches though. Other spinners avged 49.49 on those games, which is ridiculous once you think about it.
