The fact that Kapil is India's frontline all time XI pacer is depressing enough and no way does he make it as one in a Pakistani all time XI. Pakistan actually have more than 1 pacer who's averaged below 30. Wasim, Waqar, and Fazal would all be far ahead even if you play Khan as the all rounder batting #6. If we step a level below those 4, I'd take Akhtar over Kapil too. I have a lot of respect for him as India's greatest pacer but.. nah.

A combined Indo-Pak XI would look like this for me:
Gavaskar
Hanif
Dravid
Tendulkar
Hazare
Khan 3
Mankad 5
Kirimani +
Wasim 1
Gupte 4
Waqar 2
Maybe Khan is batting a bit high but that is made up for by Mankad-Kirimani-Wasim behind him.

Considered Yousuf and Inzi but picked Hazare over them. Younis was a dreadful oversight and he should slot in easily here. Hazare can be the fifth bowler.
