Max 14 per state for combined Shield and One Day contracts - lower base contract ($30k) - total player payment pool less than 20/20 pool

Max 18 per state for 20/20 contracts - lower base contract - larger player payment pool than Shield/One day contracts for 6 weeks slogging

Rookie minimum reduced.

Sean graf has said hodge may not get a contract.
This is certainly a big change,don't see many one day contracts 1 or 2.
For 20/20 thats 144 players.
How many rookie contracts.
BTW thought this should be in oz dometsic room.
