Arnold would be in as a priority as he has the experience along with his part time off-spin bowling.
It should be noted that Silva also is a part time spinner, was orginal selected as a bit of a batting all rounder. Silva looks a batsmen on the improve and we have to look at getting younger players to take over from Jayasuriya and Attapattu, there not going to be around forever. He also is a bit more of attacking batsmen and with him and Dilshan at 6 & 7 we have some slogging (aggressive batting) down the order, without having to rely on the bowling all rounders. I think overall our side will be more balanced with Silva at 7.

How's Silva in the field?
Never really noticed him so i guess his servicable. Arnold a pretty good fielder, but his dropped in standard in the last couple years. Lost a bit of pace and strength in his arm. Don't really think anyone bar Dilshan could be picked in the Sri Lankan side on the back of their fielding really.
