It's only in the Corporate Cricket League (CCL) and Dhaka Premier League (DPL) - overseas players aren't allowed in the National Cricket League (NCL). Jayasuriya has played in the DPL in the past anyway, there's an article somewhere on Cricinfo about Mohammad Rafique and him opening together and smashing attacks everywhere. Basically the big-name companies blow lots of their cash on big-name players (such as Sangakkara and Jayasuriya) to win the trophy and advertise their company. In the DPL, played sometime around Christmas, you'll see a few Indians and Pakistanis playing, plus Steve Tikolo and maybe Tatenda Taibu again.
