ICC introduce new rule changes

The International Cricket Council’s chief executive committee has approved the implementation of two new innovations into all one-day international matches, effective the 30th of July.

Fielding restrictions inside the first 15 overs will increase to 20 overs. They will be structured in one block of 10 and two additional blocks of 5 overs, which the fielding captain must decide how to use. Having one ‘close-catcher’ will only apply in the first 10 overs.

The second major innovation approved by the ICC is substitutions are to be allowed. It permits the fielding side to replace a player at any stage of a match, who will be ruled out for the rest of the match. The replacement is entitled to bat or bowl as the situation dictates.

The committee also supported the proposed 3rd umpire change, to be used in trial during the ICC Super Series in Australia later this year. On-field umpires will be permitted to consult the television umpire regarding any facet of a decision.

Finally, the CEC gave the all clear to the establishment of an expert panel to oversee the laws governing the manufacture of cricket bats. The principles include bat dimensions, shape and the handle.

Other key items on the CEC’s agenda have been referred to the executive board, the outcomes of which will be revealed at the ICC Cricket Business Forum on Tuesday.
