I think there has to be a limit of TWO "Subs" only per side per match, otherwise you will be getting players subbed out for "fatigue', changed bowling conditions, sore pinky finger, threw up overnight, etc.
You could end up with a county using 15/16 players in a match.
The " 8 day stand down" for injury or illness is fine in theory, but if a side doesn't have a match in the next 8 day period, it should be the NEXT county match the team plays. That might stop any potential of playing around with the new system.

As long as there are safeguards to prevent misuse, this is fine. I'm dead against "tactical" subs. I don't like how they work in the IPL. The idea of subbing out a batter once you've batted to select a bowler when you're field defeats the purpose of the all rounder.

They were in severe financial difficulties, Indeed only the value of the ground was keeping them solvent. However they cleared their debts with their share of the cash from the hundred sales.

It sounds like he was mind-bendingly stupid and disrespectful to his team mates and management to just walk off like that having not informed the management of both that he had a county contract
They knew he had a couny contract. Didn't know he planned to leave during the game. Wouldn't have picked him if they had known.
He told the opposition before he told his own team, only informed the lions while they were batting.
They allowed Russell Domingo to leave the day before for Hampshire as he had informed them well in advance so there is no evidence that the lions would have been unreasonable had he informed them.
What makes this even more inexcusable is it seems he booked the flight not the county or the agent.

Stupid, stupid, stupid! Do you not have to get the NOC signed before you play? Besides, it’s not as if he was in a mad rush to get to England considering the Championship doesn't start until tomorrow! Ironically Russell Domingo, the Lions’ manager, who will also be managing Hampshire this season, went about things the right way by letting his team know in advance that he’d be jetting off to England. Article states that it’s likely that he won’t be able to come to Worcestershire at all this season, but that he can end his South African career altogether in which case he wouldn’t need a NOC, and that in the meantime, they’ve signed Oliver Hannon-Dalby on a short-term loan
