Every minnow cricket nation has players with raw potential and talent, but these minnow nations don't have the infrastructure and set-up through which they can run their cricket in a proper manner.


Most of their cricketers can't devote much time to cricket because they also work to earn a living, because they hardly make enough money through playing cricket.


With so many obstacles one can't expect a minnow to perform like Australia.

Exactly, which comes back to money. But that said money alone doesn't make it the best or India would be the best, but money + good administration can. So to say the ICC shouldn't want money is wrong, they need money to take care of the game.
