Not entirely sure, seeing as in the eyes of FIFA we're 4 countries as well.

Mind you, in the Commonwealth games all the Channel Islands and the Isle of Man have their own individual teams.

AFAIK, it's because the Commonwealth games started when all the members of the Commonwealth weren't independent and only bits of the British Empire (they were called the Empire games).
