In one-dayers, Saqlain and Harbhajan are above average - you only need to look at Saqlain's ODI record to realise that.
Saqlain IMO was good in tests too. He only didnt egt the right opportunities at the right time. The Series vs India in India had him totally outwit the Indians.

Harbhajan is a quality bowler but should improve to be regarded by me as good as he is regarded by most fans.

Saqlain was simply very good on a turner - on a non-turner he wasn't anything special.
Harbhajan is the same.
