Okay. After much deliberation, I'm just going to keep the format the same but tinker the budgets. Using the All-Time Global Batting average we now have:

500 Tests, 32500 runs, 1000 wickets are the constraints. You may, on only one occasion only, exchange 2500 runs for an extra 75 wickets or vice versa.

Yeah - I picked Barry Richards, then suddenly realised there was no Bradman ban this time.... oh well.
