I'm a huge Ivan Drago fan, but he never beat Rocky so his record against the best is dubious.
That being said Ivan Drago's away record is impressive (beat Apollo Creed in the US).

Drago seems to have retired the Champion, perhaps due to lack of success. The Heavyweight title may have gone to Mason Dixon's unnamed opponent. His only defeat as a pro or an amateur fighter was at the hands of Rocky Balboa."

What makes Balboa's victory against Drago so impressive was that it was done on Drago's home ground.
Like the WACA for Australia, Moscow was always seen as a graveyard for tourists. Tough to adjust to those conditions imo.
Drago's victory in USA just as good. Killed Apollo Creed.
That was beating up on a minnow though. Creed was past his best by that time.
