Each warning and infraction lasts for a certain amount of time. A ban does not wipe the slate clean. You should be able to tell how many warnings or infraction points you have by going to your profile and looking at the “Infractions” tab. The reason the warning/points do not expire immediately after a ban is that a person repeatedly breaking the rules will get a longer ban than one who has never been banned before. Otherwise, the most “infraction points” someone will accrue is 15 and the most number of days they will get banned is 7. The non-expiring warnings/infractions are meant to serve as a deterrent. Of course, all infractions will eventually expire if you don’t break the rules again (except the one for Spam Bots).

Oh, and if you're infracted for a type of offence (ie. flaming), the next infraction you get for the same type of offence (ie. the next time you get done for flaming), the infraction lasts much longer.
