How to send PMs?

I just wanted to clarify something from the cricket books thread. Why can't I send PMs on here? I looked up in FAQ how to do it and it says that you can click on the 'Send PM' icon on each post, but I've never seen one - just 'Quote', 'Multi-quote' and 'QR'. The 'Send e-mail'' icon isn't there either. Was this facility removed for some reason?

It wasn't just about the book review, I was also going to ask Spitfires Fan if he wanted to go see some cricket at Canterbury.

Yeah they were disabled IIRC, James would know more than me tbh, obviously.

People were abusing them with spam and the like, according to the powers that be (wasn't around then).
