His final policy seems to be very similar to Rand Paul's campaign policy, and Rand was probably the most Muslim-friendly Republican candidate running in that at least he didn't want to go and drop bombs on more of them. This was pretty inevitable regardless of which Republican won (assuming a Republican won, of course) but I think the others probably would've tried to actually get it through Congress rather than just ramming it through like this, and public debate might've simmered it a bit.

Yeah, they obviously had no intention of doing what Trump did, but they were the ones who classified countries as "countries of concern" in the first place, and the Trump administration has gone ahead and used this classification in Trump's executive order. I have no doubt he would've done something very similar even if they hadn't already been classified as such, but for all the speculation about how he hand-picked the countries to protect his business interests or whatever, the countries he picked were just a copy-paste from the previous administration's classification.
