I really need a couple more fast bowlers, so I leaning towards just bowling.

Was starting to think about going bowling to start off with, to ensure he makes the starting XI as a specialist bowler. Then transfer to all rounder once he pops to reasonable bowling to make the most of sub levels. Basically what you said in reverse.
