A lot of the people mentioned are awesome TV villans but in a compelling, cool way not in a legitimately infuriating way.

Off hand, I think the GOAT tv villan might be Janice from Sopranos for the ability to trigger uncomplicated self righteous rage.
Isnt it enough to see that a garden is beautiful without having to believe that there are fairies at the bottom of it too? Douglas Adams

I'd say he's far worse than the rest of the cast, except maybe Campbell. At least Sterling is a bit light hearted in his knobbish behaviour and tries to see things right.
This still reads as too harsh to me. I think he tries to do the right thing most of the time, and would have said hes sympathetic in the majority of plot lines. A lot of his worst moments come from insensitivity, and there are a lot more villainous character traits imo.

I guess relating to him in radically different ways is what makes him a great character.

The Hooded Claw, from the Perils of Penelope Pitstop had a legit maniacal laugh

But I am genuinely surprised no one had named the Joke from Batman TAS

Trouble is Patti becomes a lot more likeable, and comical, after a certain thing happens to her.

And of course Dick Dastardly from the earlier Wacky Races series...along with Muttley, his sniggering henchmutt.

Two others that spring to mind for me are Mads Mikkelsen's Hannibal Lecter, and Alice Morgan from Luther.

Absolutely. After watching the superlative original series I've never seen the point in watching the American version tbh.

I like how all the antagonists in Fargo are all fairly equal but decidedly different. Malvo, Varga and Milligan have their own charms. Malvo more cchilling, Varga more unexpected, and Milligan more quirky.
