Battle of the Dictators II

After the failure to complete BotD I, for which Silentstriker will be whipped by orangutans later, and given the recent demise of a number of contenders for this trophy, I thought it'd be worth relaunching this.

To be eligible, a candidate must have:

1. A death count (just being a basket case doesn't pass muster here, your nominee must have committed murders/state sponsored murder etc.). The death count does not need to be known.
2. They must have been a dictator. For avoidance of doubt, I'll take this as being that they couldn't have been democratically elected out of office.
3. They do not necessarily have to have been a loony, but bonus points may be awarded for lunacy.
