You know it was just a matter of time before the idiots started victim blaming. You just know that anytime something like this happens, any comments by anyone associated with any religion are likely to be bat**** insane. They have a hard on to a return to a 11th century morality. They are deathly afraid of a woman's sexuality and can't stand the fact that people don't agree with them anymore.
If you have so little control that you are going to rape anyone because they are wearing short skirts, then you need to take yourself out of the gene pool. I wonder if they would apply the same logic to a situation where a man rapes another man - all men should stay inside and never wear revealing clothes.

It's the same story on all of the Channels now and breaking, so it's confirmed from the Indian army side.
Also, this is kind of how the Kargil war started too. Not sure what is the plan here from Pakistan, but unless there are more incursions there is no chance of a military response from India right now. Especially from this government. This upset Pak army even more and this is seen as a reaction to it. More than the firing it is coming on Indian territory, and decapitating that is really angrying the people. Indian army unlike the Pakistani has to first take orders from the government before reacting, so they are even more angry now that the government has asked to keep restrained.
