I always thought Phil Oakey and Giorgio Morodor's "Together in Electric Dreams" was the pinnacle of techno.

Daft Punk are better than the Chemical Brothers IMO.

I'm not familiar enough with techno artists to make a suitable decision on whether they're the best ever, but they're damn good that's for sure.
